Dubai’s agentic AI push is making operating-model readiness essential, as businesses must adapt to autonomous systems embedded across government and industry.
Dubai is quietly forcing a reset in how companies think about AI. The UAE has already moved toward deploying agentic AI across 50% of government operations within the next two years. And it doesn’t stop there. Dubai has also launched a parallel push to accelerate agentic AI adoption across the private sector, positioning it as a national competitiveness priority. This combination matters because it creates something most markets don’t yet have: A top-down mandate + ecosystem enablement layer for autonomous AI adoption. And this is where it starts to diverge from global AI conversations. In most markets, AI is still treated as a productivity layer. In Dubai, it is increasingly being positioned as a decision and execution layer inside institutions themselves. Which creates a gap. Because if government systems are moving toward agentic execution models, then private sector alignment is not optional, it becomes structural. The real question is no longer: “Are you using AI?” It’s: “How quickly can your operating model interact with agentic systems that are already being embedded into the ecosystem around you?” That is a very different question. And most organizations are not structurally ready for it yet.
